Eng. Samira Al-Kandari, Acting Director General of the Environment Public Authority: The plan and vision of the "environment" are in line with the government's work

Eng. Samira Al-Kandari, Acting Director General of the Environment Public Authority, stated that the plan and vision of the Environment Public Authority for the next five years are in line with the government's work program in the seventeenth legislative term 2023/2027. The fourth axis: sustainable well-being and strong human capital within the program of sustainable cities and developed infrastructure. The following is a breakdown of the Environment Public Authority's plan for implementing the government's action program: Item No. 4, which provides for the launch of the general framework for improving air quality and reducing carbon emissions and linking them to global indicators, where M. Samira Al-Kandari indicated that a project was signed with the Kuwait Institute for Scientific Research in cooperation with Harvard University for a period of 3 years. Updating national air quality standards and permissible limits for emissions from sources, identifying sources of air pollutants in Kuwait, and developing the national air quality strategy and action plans to improve air quality in Kuwait. In her statement, she stated that the Environment Public Authority had finished preparing a draft of the long-term national strategy for low-carbon development - 2060. The preparation of this strategy came based on the decision of the United Nations Framework Convention on Climate Change that countries ratifying the agreement report on a “long-term low-carbon strategy until the middle of the century.” M. Al-Kandari also indicated that Kuwait ratified the United Nations Framework Convention on Climate Change on 12/28/1994, and it also ratified the Kyoto Protocol annexed to the agreement on 3/11/2005. And on the amendment of the Kyoto Protocol, and recently the country ratified the Paris Agreement on Climate Change on 4/23/2018, as Kuwait has signed all international treaties on climate change, and the Environment Public Authority is considered the national point of contact for the United Nations Framework Convention on Climate Change and it is the government agency that is obligated to implement all obligations towards the United Nations Framework Convention on Climate Change. And in implementation of Cabinet Resolution No. 1097 issued on 9/13/2021 regarding the adoption of the principles of the circular carbon economy in climate action and the preparation of a long-term national strategy for low-carbon development based on the pillars of the principles of the circular carbon economy. The Low Carbon Strategy was prepared by the Environment Public Authority in cooperation with the United Nations Environment Program - West Asia Office and the Royal Scientific Society of Jordan. Perhaps one of the most important programs included in the government’s work program is the launch and monitoring of the national strategy for waste management in Kuwait until 2040, whereby the Environment Public Authority signed a four-year consulting contract with the Fraunhofer Institute for Environment, Safety and Energy Technology in application of Article 34 of the Environmental Protection Law No. to implement it. The national strategy for waste management was built based on the results of a comprehensive waste survey and analysis of the various types of waste generated in the State of Kuwait, which relied on the results of a detailed survey and assessment of the status of closed and operating landfills in Kuwait, reviewing social and economic factors, analyzing the legal and financial aspects of waste management in Kuwait, developing a comprehensive waste database, developing applications with geographic information systems for data exchange, preparing reports and presenting waste data through the implementation of comprehensive engineering surveys (survey and geophysical and geotechnical measurements) for 20 landfill sites, in addition to determining the types, size and quantities of waste landfills and their distribution sites inside the landfill body. The project has implemented a comprehensive monitoring program for landfill gases, groundwater, solid waste and odors for all twenty landfills. Environmental risks have been assessed for all landfills in Kuwait, and it is currently in the final stages of issuing the National Waste Management Strategy 2040. One of the most prominent results of the surveys carried out by the Environment Public Authority and the results of this study is the focus on plastic waste, and the achievement of principle 12 of the sustainable development goals, which is the preparation of the national plan for sustainable production and consumption in Kuwait, which focused in the plan on plastic waste management. To a more sustainable product, and to prepare for the behavioral change campaign (focusing on plastic waste), which lasted for 6 months, starting from February 2023, to educate citizens about the danger of plastic pollution through the introduction of awareness and recycling programs in schools and universities.
